The key to layering for someone with a shorter frame is to do so proportionally. I wouldn’t put you in a coat that goes past your waist because it dwarfs your legs. The same thing happens if you are in a sweater that drapes like a dress. Instead, I would put you in a tailored sweater that sits right on your hips. I’d layer a slimming Peacoat overtop. If you’re in a climate that requires a Puffer-coat, avoid looking like the Michelin Man by getting one that falls just past your hips that’s belted. On the bottom, I’d wear a skinny jean or legging with a short ankle boot.
